Annual Billy Bowlegs Pirate Festival:

Ahoy, maties! Avast, ye! It’s time to open your treasure chest, get your eyepatch on, take out your sword and get your pirate gear ready for 2023’s 67th Annual Billy Bowlegs Pirate Festival—May 18-22.
This is the second year the festival has been established on its new dates (the weekend after Mother’s Day), but Pirate Captain Billy Bowlegs has been setting his sights on our sandy white shores since the 1950s! As all you landlubbers know, it’s been Captain Billy’s mission to take control of the fair seas near Fort Walton Beach since then. Will we prevail in keeping the dastardly pirate crew from gaining a foothold along our sands?
Produced in partnership with the William Augustus Bowles Foundation, the Krewe of Bowlegs, the City of Fort Walton Beach, the Fort Walton Beach Chamber of Commerce, and local businesses and community organizations, since 1954, the festival’s purpose has been to promote business and tourism, and showcase our beautiful Emerald Coast community.
Each year, a new “Captain Billy” plays the part of the fun and not-so-horrible pirate hoodlum. This year, Fort Walton Beach native James Baughman takes the helm as Captain Billy Bowlegs LXVII. He and his wife, Diane Wyman Baughman, also born and raised in the Fort Walton Beach area, were high school sweethearts. “We always looked forward to the Bowlegs treasure hunt clues that would appear in what was then the Playground Daily News, and to the Torchlight Parade,” they recall. “As someone who grew up in Fort Walton Beach with the Billy Bowlegs Festival, I never imagined I would one day be Captain Billy. I am humbled and honored to have this opportunity to serve the Krewe and the community,” James said.
James is joined this year by the 67th Queen of Bowlegs, Amy Wendel and her husband, Bill. Also on board are the 67th First Mate and First Mistress of Bowlegs, Bobby and Amy McBride. Ten additional couples form Captain Billy’s Honor Guard and round out the group known this year as the ‘Krewe in Black.’
James, along with his ‘Krewe in Black,’ was “unveiled” as this year’s new Captain Billy back in June ‘22 at the 67th Krewe of Bowlegs Coronation Pageant held at the Mattie Kelly Arts Center at Northwest Florida State College. He feels being a new “Captain Billy” is an honor and a responsibility to reflect and promote the festival that draws locals and visitors alike. “We have to look back to the founding of the Billy Bowlegs Pirate Festival and the Krewe of Bowlegs for guidance in preserving its traditions,” said the new captain. “In 1953, local business and community leaders hosted a Labor Day weekend water ski show as a way of attracting tourists for one last business push before the long, slow winter season. Building upon the success of the water ski show, the idea of a pirate festival was put forth based on the legend of Captain Billy Bowlegs, a pirate of questionable authenticity who operated in nearby waters, and who was thought to be historical figure William Augustus Bowles. Recognizing that a pirate festival would need pirates, local businessmen stepped up and hired local seamstresses to create pirate costumes, and that is how the Billy Bowlegs Pirate Festival, and shortly thereafter the Krewe of Bowlegs, was born,” said James. The festival was then organized by the Jaycees. “We are proud to carry on the tradition and the original purpose of the festival,” he said.
New each year, the festival’s theme reflects the personality of the new captain. ‘Loud & Proud’ represents Captain Billy 67’s love of loud music and loud motorcycles. But, he said, “It also symbolizes American freedom, independence and the power embodied by the military capabilities in our local area that defend this nation.” His ‘Krewe in Black’ are ready to rumble.
Contrary to what some may believe, “Private funds pay for all of the custom-made costumes, the beads, cups and coins that are thrown in parades (16 throughout the year), as well as the locally-chartered landing boats,” James said. “The Krewe of Bowlegs receives no direct funding from the City of Fort Walton Beach, the county or the TDD. And while the Krewe of Bowlegs itself is not a charitable organization, our tradition is to support the community and we make several public appearances throughout the year in support of educational and charitable causes.” The Krewe of Bowlegs also works with the William Augustus Bowles Museum & Historical Foundation which helps underwrite fireworks, the treasure hunt and other expenses. The City of Fort Walton Beach also underwrites festival expenses and provides critical police, fire, EMS and other support.
The festival kicks off this year with a Pre-Invasion on Thursday evening, May 18th, just off Main St. downtown, where Captain Billy Bowlegs and his ‘Krewe in Black’ will arrive aboard their pirate ship parade float, the Blackhawk, to greet area children, take photos and hand out treasure. The Skirmish will be held on Friday evening, May 19th, where Captain Billy and his Krewe will arrive by water at the Fort Walton Landing. The mayor of Fort Walton Beach and his forces are prepared and have threatened to arrest Captain Billy if he tries to land. The city of Fort Walton Beach will also host its Concert in the Park, and the evening will end with a Fireworks show over the sound. On Saturday afternoon, May 20th, Captain Billy will return with the entire Krewe of Bowlegs and his allies from visiting Krewes from across the country, after his defeat the night prior. The mayor will try everything to stop him from landing. Will he be a match for the overwhelming presence of Captain Billy’s pirates? Will the Captain prevail in taking over our city?
Finally, on Monday night, May 22nd, the Torchlight Parade will start at 7 p.m. on Eglin Pkwy. from First St. to Hughes Ave. The parade will be anchored by Captain Billy and the entire Krewe of Bowlegs marching down the street to celebrate Captain Billy Bowlegs’ 67th annual capture of Fort Walton Beach.
Any local who has been around long enough looks forward to the famed treasure hunt. Captain Billy says there are fewer than 100, limited-edition, two-inch treasure coins, each having an individually engraved serial number. Some coins are being hidden with published clues, some are being given away on the radio and on social media, and some by Captain Billy personally at public appearances. The winning coin will be chosen by a live drawing on May 20th at the Fort Walton Landing with the Grand Prize valued at $1,000.
In between the Skirmish and Torchlight Parade, there’s all sorts of grub and grog, from ice cream to seafood. There will be live music and entertainment, fireworks a plenty and vendors showcasing lots of pirate booty and the like. For scallywags young and old, there’s arts and crafts booths, food, refreshments and bouncy houses. Our high seas are filled with hundreds of boats lining the mile-long sandbar off the Fort Walton Landing, where a melting pot of people will make their way to pillage, plunder and drink rum.

Spring is in the air! The days are getting warmer (thankfully), the birds are chirping and flowers are starting to bloom. And, as the Beatles said, “Here comes the sun, and I say, it's all right!”
When springtime rolls around, almost everyone thinks of cleaning. That’s fine (we probably all need to do a little more of that, after all), but there’s something even more important to keep in mind: home maintenance.
A change of seasons always necessitates a few special chores, and spring is also a great time to tackle some annual tasks that shouldn’t be forgotten. From gutters to getting your AC ready, these chores will get your home in shape from top to bottom.
Home Safety
Change the batteries in your smoke and carbon monoxide detectors.
Check to see if your fire extinguisher is expired – if you don’t have a fire extinguisher, get one!
Have your dryer vent cleaned (lint found here is a common cause of house fires).
Interior and appliance
It’s well worth it to spend a little time on home maintenance this spring, so that wear and tear doesn’t turn into something more serious.
If you need help with your spring cleaning projects, do yourself a favor and call your local handyman or contractor. Being proactive with your home NOW, could save you thousands in costly and unnecessary repairs later!

- Check your property and/or crawlspace for any signs of standing water or dripping.
- Vacuum refrigerator/freezer coils for efficiency.
- Clean exhaust fan outlets and screens.
- Check all air filters and replace, if necessary.
- Have your AC condenser cleaned.
- Check for damage to your roof and have a professional inspection, if necessary.
- Go into the attic. If there is visible moisture or discoloration, your roof might be leaking.
- Examine the paint on your siding and trim. If it is peeling, you might need new paint to protect against the effects of weather.
- Check for leaks around window and door sills. Improving your seals can lower your energy bills (no thanks to Gulf Power!).
- Check for signs of rodents and other pests.
- Clean your gutters and downspouts, and make sure they are draining away from the home.
- Trim overhanging tree branches and shrubs.
- Have your house, patio, and deck pressure washed

Citizens Insurance: Too Good To Be True Or Saving Grace We Need:

Like kids on a hot summer day running towards the ice-cream truck, homeowners have been switching over to the state-funded Citizens Insurance. Standard home insurance companies have all been making us sweat bullets watching their prices increase drastically from year to year. So, when sweet relief comes around the corner in the form of affordable home insurance, we all flock towards what we consider as our saving grace. In 2022, Citizens saw an increase of 50% in new business. Over the last 3 years, it’s nearly doubled its customers.
On many of the social media forums that I’m part of, agents have been telling residents that their only real option for insurance is with Citizens. That’s just not true. For the many newer, pop-up agents this may be true, but the long-standing agents that have been here for 30+ years usually have other options for the local homeowners. Many agents are also using Citizens as the first choice in placing coverage because it looks cheaper, but really Citizens is intended to be last resort insurance coverage when all other options are exhausted. If you are faced with a situation in which you need to choose a Citizens Insurance policy versus what we call a company with an admitted market (more like mainstream companies that you don’t need to go through specialized brokers to get), know what you’re getting into before you go with their “cheaper” rate.

Since Citizens is a state-run organization, it’s wrapped in the same red tape as other government organizations. Wait times are long and conversations with representatives can lead nowhere based on their strict rules and underwriting guidelines.

The True Cost of Citizens Home Insurance
- The price you get quoted and agree to pay is not always the final price. They can charge multiple additional hidden fees. There are two different types of assessments (fees) Citizen’s policyholders can be required to pay: Citizens Policyholder Surcharge (one-time fee) and Emergency Assessment Fee. The first is a fee “Citizens policyholders can be assessed up to 45 percent of their total premium if Citizens needs additional funds to pay claims following a major disaster. Non-Citizens policy holders can be assessed at a much lower (2 percent) rate.” The second fee is the Emergency Assessment which is up to 30% of premium per year until remaining deficit (from claims) is eliminated. These fees are separate and can happen in the same year.
- Flood Insurance will soon (2024) be required for all Citizens Policies. Currently, anything with Citizens in a Flood Zone is required to have Flood Insurance but starting in 2024 all of their policies with Wind Coverage must also carry Flood Insurance. This will likely cost thousands extra to your home insurance.
- Just this last week, the Citizens approved an across-the-board rate increase of 14%. Those super cheap premiums may not seem so alluring in the upcoming year. Since their eligibility states that competing quotes must be at least 20% more than what Citizens offers, there will probably be little difference between a standard company’s premium price and Citizens.

Limited
- Coverage only goes up to $700,000. The average home value in Destin is around $650,000. Many homes in the area won’t even be eligible for Citizens because the value of their home is so high. And if you decrease the value of your home to fit within the $700,000 you’ll be risking not being able to rebuild if you have a total loss claim.
- Liability and Medical payments are limited to basic coverage compared to standard companies. In the case of Citizens Liability is limited to $100,000 (we recommend $500,000) and medical coverage is limited to $2,000 (we recommend at least $3,000).

I hear it time and time again – packing is the most stressful part of a trip! As someone who considers myself a “professional packer,” let me share with you some of my most useful tips and travel items.
First, and perhaps most importantly, ALWAYS make sure that you keep all of your important documents and prescription medications with you at all times. Passports, credit cards, eye glasses, and prescription or needed medications should be kept in a carry on bag and never checked when flying or cruising. Another tip is to make copies of your passport and identification documents that you keep on your phone (securely) when traveling, just in case something happens to your original during your trip. Keeping your credit cards stored within Apple Pay is also a good idea. It may seem unlikely, but during a recent resort fire in Mexico, guests were required to immediately evacuate during the late night hours and not allowed back into their rooms for several days. For those who had their passports and credit cards locked in their room safes, they were left without those necessary items in the interim.
Packing Cubes! If I could pick on one “travel must have,” it would be packing cubes. These are a lifesaver for packing and unpacking, especially with kids! We literally pull them out of the suitcase and put them into the drawer when we arrive in destination.

Charging Station! If you are anything like my own family, there are many (many!) devices that you need to keep charged during trips. A charging station is so helpful for charging everything at once, while only needing to use one outlet (super helpful in those situations where outlets are limited already).

Over the Door Organizer! This one may sound silly, but hear me out. Have you ever stayed somewhere where the bathroom counter space is limited or non-existent? Here is your solution! Need a way to keep the daily clothing organized? It is great for that too! We take a couple with us everywhere.

Apple Airtags! These amazing little devices are an awesome form of security when traveling. We place one in each suitcase until arrival, so that we would be able to track it, if needed. When visiting theme parks, we keep them in our backpacks and stroller, just in case. If you have a child where elopement is a concern in a large setting, you can even place an Airtag on a necklace or bracelet.

Collapsible Bags! I love taking these with us when traveling for so many reasons. Heading out shopping for souvenirs? Need a beach bag? Somewhere to stick dirty laundry? Temporary diaper bag? Collapsible bags work for all of these situations and so much more. They are a staple for our trips.

Why? Because misery loves company. Don't get caught up in it yourself and don't let someone else drag you into their own hate party. That is a dangerous road that can come back to bite you.
Proverbs 6:16-19 "There are six things the Lord hates— no, seven things he detests: haughty eyes, a lying tongue, hands that kill the innocent, a heart that plots evil, feet that race to do wrong, a false witness who pours out lies, a person who sows discord in a family."
"You have heard that it was said, 'Love your neighbor and hate your enemy. ' But I tell you, love your enemies and pray for those who persecute you ..." (Matthew 5:39 and 5:43-44) "Christians are called to love those who despise us and persecute us. To follow in Christ's footsteps is to walk in the way of love."
As always, God is watching. He hears everything and knows the truth of every heart. He loves you and loves me!
